Alupo, Nabbanja approved as Vice President, Prime Minister
Katakwi Woman MP, Hon. Jessica Alupo and Kakumiro Woman MP, Hon. Robinah Nabbanja have been approved as Vice President and Prime Minister respectively.
The approval by the House follows their appointment to the positions by President Yoweri Museveni on Tuesday, 08 June 2021.
The House approved the appointments in a sitting chaired by Deputy Speaker Anita Among on Monday, 14 June 2021.
Moving a motion for the approval of Alupo, Hon. Thomas Tayebwa (NRM, Ruhinda North) outlined her detailed profile to the House, including her work as a teacher, in the armed forces and at ministerial levels.
“The illustrious service that Hon. Alupo has rendered in the various ministries has given her vital experience in handling matters of the state. The training and experience she has gotten has prepared her as Vice President who will be consuming important state information,” said Tayebwa.
Hon. Charles Bakkabulindi (NRM, Workers) seconded the motion saying that Alupo will act as a good link between Members of Parliament and the Cabinet, as well as the office of the President.
“She is accessible and dependable and has walked the talk for others to see and not to simply command. She was my senior minister when I worked in the Education and Sports Ministry and we could coordinate,” Bakkabulindi said.
Hon Jessica Ababiku (NRM, Adjumani District) and Hon. Martin Ojara Mapenduzi (Indep, Bardege-Layibi Division, Gulu City) commended the new Vice President for her work ethic that will improve service delivery.
Alupo thanked the President for appointing her to the position and expressed gratitude to MPs for approving her.
“I will not spare any energy in me while serving this country on this appointment. I will work closely with Parliament as a team to ensure service delivery to Ugandans,” said Alupo.
The motion to approve Hon. Nabbanja as Prime Minister was moved by Kinkizi East MP, Hon. Chris Baryomunsi who described her as an active and go-getter , citing her active role played as state Minister for Health from December 2019 to May 2021.
“She made impromptu visits to hospitals during the day and night to curb the extortion of patients in need of services. She has been very instrumental in ensuring that the SOPs are observed in the era of Covid-19,” Baryomunsi said.
He also highlighted her role as a Commissioner in the 10th Parliament where she chaired the Audit Committee and steered the development of the internal audit and the Parliamentary Commission Charters which were adopted by the House.
Baryomunsi told MPs that Nabbanja has exhibited zero tolerance to corruption in her leadership, ensured transparency in the use of public resources and also maintained good relations with foreign partners in Uganda’s international relations.
Oyama South MP, Hon. Betty Amongi seconded the motion saying that Nabbanja is a seasoned politician who has served through several levels of leadership, adding that the experience she has garnered will enable her to serve in the positon effectively.
“Ugandans will have a Prime Minister who reflects them, knows their problems, understands them and knows what to do in effecting her duties as a good mobilizer,” said Amongi.
Nabbanja said she will ensure timely service delivery and implementation of government programmes. She added that there is need to build cohesion between the executive and the legislative which she said had been low.
“Working with the government Chief Whip, I will ensure that ministers attend the plenary and other House business,” she added.
