Dspeaker meetign with the deputy speaker of malawi 2The Deputy Speaker, Jacob Oulanyah says that the procedure of handling parliamentary business is affected by issues raised by Members of Parliament as matters of national importance.
Oulanyah made this revelation while meeting with a delegation of MPs from Malawi, Friday, 09 March 2018. The delegation from the Bsuiness Committee is in Uganda on a benchmarking visit and is led by their Second Deputy Speaker, Dr Clement Chiwaya
The Deputy Speaker noted that there are operational gaps as there is a lot of work that is not scheduled especially that which come as matters of national importance but is not necessarily urgent.
“This disrupts the normal procedure and business that has been scheduled. The procedure provides that any issues which need government attention especially those that are not urgent should be submitted prior to a minister as questions for oral answer,” he said.
He added that ministers take long to respond to questions for oral answer prompting the MPs to bring them as matters of national importance.
Oulanyah however, said that the Business Committee is working to resolve the matter by enforcing the rules.
Chiwaya said that the visit has been of importance adding that they have picked lessons which they will take back home.
“We found it necessary to come to Uganda because it is historical in the Pan African Movement; as members of the Business committee in Parliament, we thought that we could pick from the best practices in the conduct of business from the Parliament of Uganda,” he said.
