Parliament considers creation of new districts

Parliament is considering the creation of twenty new districts following a motion presented by Government to the August House.

A report tabled by the Parliamentary Committee on Local Government on December 8, supports the proposal for the creation of the districts of Zumbo, Amudat, Otuke, Lamwo, Kyegegwa, Buikwe, Buyende, and Maracha effective July 1, 2009.
The Committee also gave a green light to the creation of the districts of Namayingo, Kiyunga, Kiryandongo, Ntoroko, Serere, Aleptong, Gomba, Kalungu, Buvuma, Butambala, Bulambuli, and Kyankwanzi effective July 1 2010.
Members of Parliament are however divided over the creation of Maracha district following an ongoing court case that involves Terego and Maracha counties. Some Legislators are concerned over the fate of Terego county if Maracha is confirmed as a district.

Local Government Minister Adolf Mwesige says Terego county will revert to Arua district following the creation of Maracha district.

He confirmed to Parliament that government will ensure the creation of new districts doesn’t interfere with the activities of the Electoral Commission.
The Minister  in his motion to Parliament said the creation of new districts is specified for the effective administration of those areas and bring services closer to the people; having taken into account the means of communication, the geographical features, the density of the population, the economic viability and the wishes of the people concerned.
Article 179 of the Constitution empowers Parliament to create new districts.
